On 15th April, 2005, the seminar on hosting city and venue selection of the First World Buddhist Forum was held in Beijing. Participating representatives included those from Sanya of Hainan, Wuxi of Jiangsu, Xi'an of Shaanxi and Zhoushan of Zhejiang.

 

After thorough discussion, the idea of "one center and four branch offices" was agreed upon. The one center refers to the General Office of the First World Buddhist Forum in Beijing and four branch offices to be set up in the four cities Sanya, Wuxi, Xi'an and Zhoushan. It was also decided by vote during the seminar that Zhoushan, Zhejiang Province will host the First World Buddhist Forum.
